The new Federal Environment Minister has approved the plan. Apparently it is to allow them to replace some aging equipment.
i'm not sure how such poor planning at the municipal level resulted in a situation developing where this is the best option. I'm also uncertain how such poor planning escapes sanction through massive fines or penalties.

The plan was developed by Harper's government. I am not sure if I agree with the Liberals approving it now, but I am also not sure of what the ramifications of not approving it at this point would be. They are not the only city in Canada to get rid of sewage like this, but I do agree that it sounds terrible on the surface.
