The changes to some of the perks has made them bland and less enjoyable while forcing you to use the new mechanics
There are also a lot of ridiculous reasons, such as being unhappy that a Bethesda game is being made in a similar style to previous Bethesda games. Whining that the game plays like an FPS, when that was always going to be a huge element of the game.
The issues I mentioned certainly aren't enough to ruin enjoyment of the game. The 0s are certainly a huge overreaction by some mouth breathers who were looking for reasons to hate the game before ever playing it.
It's a solid 8 - 8.5 game. If I compare early experiences, it doesn't come close to the Witcher as far as GOTY, but that can change as I move on pretty easily. In fact I have no idea why I make that comparison this early.

Nobody should ever give anything a 0 unless it's literally unplayable.
If all of those people gave the game a much more reasonable 6 or 7 out of 10, and remove the reviews by the idiots that clearly never played the game, the user score would reflect the quality of the game much better.
But to be fair, there are also people on the other side that give games 10/10 when they don't necessarily deserve it too. I just try to avoid Metacritic's user review section altogether.
