Put forward a proposal. If the public benefit outweighs the public cost, why wouldn't the city support it?
It's not like no private business has ever received public funding as an incentive to move its business and/or expand into a new city. Didn't the city of Edmonton spend millions to convince Dell to open a call centre there, which they closed less than 5 years later?
