Pretty common for players' goal production to peak in their early 20s, yes. Assists generally peak in the mid-twenties, and defensive play goes on improving until age or injuries make the player ineffective. Five or six years from now, Monahan may not be a 30-goal scorer, but he'll probably be a much more complete and well-rounded player.
As for this year, it looks to me like he's caught in the general team funk. Both he and the team are substantially better than they've shown so far.
