My biggest frustration with the whole "dirty oil" line of reasoning is that something like 70% of the CO2 emissions from a barrel of oil are from the end user. That is - cars.

I've been to international carbon capture conferences, and it was put bluntly to me - cars vote, power plants don't. This can also apply to refineries, etc. As far as bang for your buck in mitigating CO2 the obvious target is cars but that would be political suicide.
