He got a bad rap from the fishbowl media in Toronto, but he had enormous success with Anaheim before arriving there.
If I had to choose someone else to coach the team, it'd probably be Carlyle (Burke knows him well too). That being said, I like Hartley a lot and I doubt Carlyle is an upgrade on him, just a different yet equally capable choice.

Caryle was a great coach with the ducks... the Ducks were a cap team with veteran players and spending to the cap... He integrated Getzlaff and perry and Lupul and Penner into the line-up and worked with Pronger/neidermeyer and Selanne (big bucks veterans) to win a Stanley cup....
All his teams were cap teams. In Toronto.... getting them to the playoffs was spectacular coaching.
Hartley has coached the Flames for 4 years 2 years he has had a cap or near cap teams He did a great job with the floor team and an awful job with the cap teams.
Hartley has the highest paid defense in the league and 9M worth of goaltenders giving up a record number of goals.....
It is a lot easier coaching guys on short term cheaper contract players that are pretty self motivated rather than guys guaranteed 20M+ no matter how bad they play.
