Precisely. People assume he is not intelligent because his English is not top notch, but the guy knows his stuff. In the academic community he is well respected. As a previous minister he pioneered the Clarity Act (his credentials on national unity are impeccable), and is well respected on the environment. He could have been a good minister of anything IMO.
The fact that he was leader of the liberal party for 2 years, lost the bid to be PM, stepped back into a smaller role while checking his ego and continuing to do his job tells you all you need to know about the guy.
