Garneau was very strategic IMO.
Part of his job will be liaising with people in Lac Megantic due to the ongoing issues related to the disaster there. Lisa Raitt did a respectable job there on behalf of the Conservatives, enough to sway voters there towards the CPC. All that despite not even being bilingual. The Liberals probably see adding a prominent Quebecor and Francophone in that role as a way to build some inroads in that part of Quebec.
