It also doesn't help Trudeau that he is French and Catholic. It's a very "English" city (or "old stock" as Harper would say). There is still some legacy hatred handed down.
Plus there is the wealthy retirement demographic in Victoria. I would wager there is a correlation between number of pharmacies and number of conservative voters.
