If the roads are already full, the only way to handle increasing use is to get more people on the existing infrastructure, or building new infrastructure below grade. Things like:
1) 4 car trains
2) subway
3) Increased bus service
4) car pool/transit lanes
5) bike lanes
Guess which are the cheapest? 4 & 5.
