This is the crux of the issue. It seems that this city needs X taxis during the day, and 5X taxis at night on weekends. The existing licensing system wasn't flexible enough to handle that variance, and vested interests resisted reforms that could have made it more flexible.
It seems perfectly sensible to me that driving a cab should be mainly a part-time job.
