Sure, but having had concussions doesn't mean you have post-concussion syndrome. Ferland had a concussion last year. Ramo had a concussion last year.
Yes, Skinner's had more than one. Early in his career he put himself in bad positions and got punished for it, but as far as I know he's much improved at avoiding hits at this stage in his career. He went and had a 33 goal season after those first two concussions. His concussion last year while a red flag was a freak accident no different from Gio's arm injury.
He may never have a concussion again for the rest of his career and may never even have symptoms of post-concussion syndrome.
Is there a risk? Sure. But at his age I would say it's risk vs reward and his contract is a good one worth eyeing.

That said, the Flames play or try to play a very physical game and Skinner does not make this team better when it comes to grit. Many of the Flames take the hit to make the play. Is Skinner able to play that type of game or would he constantly hear foot steps and make poor decisions. I think that's what has people concerned.

Skinner is an very nice skater who's developed a sense for spinning off of checks. The idea that he "can't take some hits every game" is probably more of a myth than a reality.

But a 23 year old, undersized player

That's not undersized.

If he was a low cost high reward situation, sure. But not at the price Carolina would be looking for.

Now this, is a fair point. Carolina would want a nice return for Jeff Skinner. Presumably. But if the return they want is something more reasonable like Hudler + Klimchuk + Culkin (just randomly throwing it out there) you have to consider it.
