The list of countries is long, France, England, Wales, NZ, Scotland (just of the top of my head) all have "naturalized" players on their teams.
It use I be that you could be capped, move and then after 3 yrs be capped for your new country.
Now once capped you are tied to that country.
The reasons are many, but often driven by $.
