I don't think they are technically allowed to refused a fare here, but I couldn't be for sure. That said, they do, and do it frequently for reasons that have nothing to do with their own personal safety. The taxi cab industry in Calgary is the scum of the earth from top to bottom. I have between 10 and 15 stories that make people in other cities go "WTF" in unison. I'm sure most Calgarians who use cabs do. I even had one try to get me to pay more than the meter because he had got a speeding ticket, and it was apparently my fault.
