It won't go to $15/ gram IMO. You can get it for half that right now. If they over tax it, people will just buy it from a dealer. I think the only way to cut out the black market would be to go no higher than $8/ gram.
If they make this too cost prohibitive or complicated (getting licenses etc) they might as well just keep it illegal.
