I was talking about the whole drinking in public thing with my cousins in Croatia before. We were out drinking and it is so ingrained in me that drinking in public is illegal, that I kept feeling the need to hide it. They couldn't understand why it would be illegal in the first place. I mentioned that in Canada, people often "pre-drink" a little extra before going to another destination because we can't drink on the way. I think most of us have experienced chugging a drink or two before heading out, and then being way more drunk in public than we intended (or maybe just as drunk anyway).

So yeah, I am not sure that open liquor laws really do anything positive.
