Honestly, this is why I feel like full legalization actually makes the most sense. I know it's not a popular opinion, but from a public health perspective you'll have less people overdosing due to harmful cutting agents and additives. You'd be able to do better research on the long-term health effects, and probably be able to devise better strategies for treating addiction. It would be harder for kids to get their hands on it, and it would break the backbone of organized crime.
Legalize it, don't sell it in the same stores as alcohol, don't allow sales after certain times (say 8 PM), don't allow it to be marketed at all, and enact severe punishments for anyone caught dealing illegally or to minors.
