Sounds more intense than the article describes.

I still don't give any leeway to an officer using his weapon on anything that isnt a wild (IE from the woods) animal without actually being attacked. Be on guard, have the person call/control the dog, if the dog begins attacking you to the point that you have to shoot it in order to stop it, fine. It should be last resort. If a dog is shot and the person shooting it doesn't have a single mark from the dog, there's a problem.
