Ramo was to provide competition for Hiller. He'd shown last season that he could do this. That they both failed isn't Treliving's fault and Ramo was signed for only one year so it's not much of a problem.
The moves were not great. I know they tried to keep Cammy and Raymond was plan B. Coming off a 45pt season the deal made sense it just sucks that he has failed to perform (was on a PTO before the 45pt year)

Engellend has played well but once the D is healthy is there a fit? Brodie, Hamilton, Wideman all play the right side, Gio, Russell, Smid on the left. Any way you look at it there will be a very expensive Dman in the press box every night.

Ramo was plan B, C or D. It was obvious Treliving wanted to add a goalie this summer and when that failed he kept Ramo and tried to trade Hiller, when that failed he kept both. Nearly $9M on 2 pretty mediocre goalies.

None of these were catastrophic blunders. It does suck that we still have Raymond and Engellend on the books next year but again not extremely long term.

The other key IMO was the fact last year was highly unexpected. When the flames made those deals they likely didn't anticipate having to pay Gaudreau top $ or be in position to acquire Hamilton when they did and then spend to buy Frolik in free agency which has put a cap crunch on the team likely a year before they figured
