I suppose that makes sense. Legally if they had indeed jumped they would have been committing suicide, and they family would not have been entitled to any benefits.
I suppose it's also impossible to tell who jumped, and who may have indeed fallen. Seeing as they have quite a range of numbers (50-200) I guess they have no way of knowing for sure.
But I thought the number was closer to 5 or 10 people. Man, what a tough choice to have to make.
