As counter intuitive as it might seem, the longer it goes that they don't play Ortio while still keeping him up, the less that means they are concerned with seeing what he's got. To me that means they likely do think he's the 3rd best option, but have essentially decided he will be the back up.
The other two are fighting for the starter role (for now) and they will either move or demote the loser. Can't see any other reason to keep Ortio up and not want to risk him to waivers but also not throw him in the competition for net. Unless of course they are shopping him and as a young goalie they feel he can only hurt his value by playing.
