If the city just said
-- you need a class 4 license
-- 5 million in 3 Rd party liability valid for commercial transport
-- x frequency vehicle inspections
-- register with the city to prove you meet with the above for a cost recovery based fee

The issues would solve themselves. It would level the playing field and protect the public the rest doesn't matter.
