Why would Hartley start Ortio? It's not his job to make sure Ortio gets playing time so he doesnt get rusty. It's Hartley's job to win hockey games.
If I am Bob, I roll with Hiller & Ramo. It's up to Brad to find icetime for Ortio. Whether that means trading Hiller or Ramo, or sending Ortio to the AHL (hopefully clearing), that again is not up to Bob.
Bob plays the best players available to him. Ramo & Hiller are better (in Bob's eyes) than Ortio is.
