HD DVD is testing triple layer 45 gb discs now. Blue ray is testing dual layer 50 gb discs. I believe neither has been released yet, and there is some doubt as to whether these formats will work on the existing players.
Higher bitrate and capacity should not affect the quality of movies though. Both are capable of sending near perfect 1080p video and lossless 7.1 audio. For the current batch of movies, most people agree that the 15 gb HD DVDs deliver a better picture than the 25 gb BluRays due to better compression schemes.
