There were multiple sources for weapons, you are trying to simplify things to support a bizarre conspiracy theory.
1) Remember ISIS had control of the Oil Fields and were pumping Oil like crazy and selling it outside of the international markets via smuggling and selling into Iran, Turkey, Syria (Yes) and others. They also made a fortune sacking Mosul. At one time estimates of ISIS wealth were in the 900 million mark, and most of that was in hard currency. The International Weapons market is huge, The Russians, Chinese, India, Pakistan and even South African are all selling weapons for hard currency.
2) Again going back to ISIS being like a major pack rat, a lot of the American arms and artillary pieces came from the retreating reconstituted Iraqi Military who dropped weapons and fled, some of it came from rebel groups that the Americans were working with that suddenly turned coats and joined ISIS.
3) State Sponsership there are Middle Eastern Countries that were or are quietly supporting ISIS and smuggling arms to them, again see above in exchange for currency or oil.
As for the training, again the US trained rebel groups that turned coats and joined ISIS, that's different then an accusation that the Americans trained ISIS. On top of that in terms of training, there's really not that much, ISIS fights like a Zerg rush because they recruit morons, give them rifles and grenades and point at the enemy and say, see you in paradise.
