From what I'm reading ISIS is actually quite cohesive and very vigilant about keeping people in line and eliminating competing Islamist groups. Whenever ISIS enters a new area, they force the local militants to pledge allegiance and conform to their unique interpretation of what a caliphate is. This is what differentiates them from Al-Qaeda, who are really now just a bunch of splinter groups running amok.
