He hasn't been sent down.
I actually don't think either of them will be sent down. The Flames didn't have to cut anyone so the way I figure it they're putting them on waivers now (when they're potentially less likely to be claimed) rather then when the injured are set to return. Assuming they clear it give the Flames 30 days/10 games of exempt status.
