Where there are more guns, more gun violence follows. That makes sense because if something is easily available it will be used.
An individual might be able to be a responsible gun owner. That is not the problem. People as a whole have a segment of it that are an unstable bunch that are prone to lashing out. That's why you see 294 mass shootings already this year. There is no easy cheap way to weed out the people that are prone to lashing out.
There are different ways you can tackle the problem.
1) Don't touch anything with guns themselves, but eliminate the ability to purchase ammunition. The only place you can buy it is at a shooting range and it is only legal to have ammo at shooting ranges. You can keep your precious guns all you want, but you eliminate the dangers of having them in the wrong hands because it would be illegal to have ammo outside of sanctioned areas.
2) Ban all new sales of guns period. All guns out there as they are now are legal, but no new guns can produced. That will eventually eliminate a large swath of the numbers of guns.
3) Make everyone take the equivalency of a drivers test in order to be able to get a license to hold a fire arm. In addition add background checks for everyone.
4) The most difficult one, a constitutional amendment repealing the 2nd amendment.
