I'm not suggesting it is as simple as, "Hello, FBI? Come do what I want" and they do.
But its not as though there is no official protocol to follow when you claim to have evidence that someone within a police agency has tampered with DNA evidence in one of the nation's most high-profile rape investigations.
I don't need to be a US justice / police force expert to know that protocol does not involve a publicity tour instead of making formal complaints and investigations.

During this case, someone anonymously delivered purported evidence to a local news reporter and claimed to be the 'real' criminal. We had it investigated...we didn't grandstand to the media.
