This is an interesting point. Right now, what do people consider "bland" or "boring" in Super Mario Maker. Right now everyone is focused on making gimmick stages or really difficult stages, so some people will consider a decently made stage "bland" even if it's done well, but doesn't have these gimmicks.

I hope that more people see through that and eventually more solid platforming stages show up in the featured/starred lists.

As for someone like PangaeaPanga (the guy who did the level in the OP's youtube video link) who has been doing Super Mario World romhacks for years, I fully expect him to keep making insane levels because that's what he does best. Look up "Super Panga World" on youtube to see some of his romhacking skills (hopefully Nintendo hasn't taken them ALL down yet).
