Generally they'll always come and orange sticker it (abandoned vehicle sticker) which just gets the attention of the owner to call in and confirm it is not abandoned.
It has nothing to do with how close the person lives. As long as it is a) registered, b) road worthy, and c) the owner is aware of where it is, they can leave it parked legally as long as they want.
Problem really arises when people try and make the car not meet criteria a) or b) on their own to get it towed
