Just look up AnchorFree via google, should be able to download it with just a couple clicks, I think it's compatible with all platforms including smartphones. It works to basically trick sites to what geographical region you're surfing from. However, as combustiblefuel pointed out, it may not be effective in this situation, as this will be specific to the calgary region, not just a country location issue. But you can try it.
