Yes, with the definition of a veteran being any player who played a minimum of 30 NHL games last season; a goalie who dressed for 50 or played in 30 games last season; any player with a minimum of 100 career NHL games played; or a first round pick from the most-recent draft.
Obviously, the first round picks aren't actual veterans, but the rule is there to make sure that teams don't just send a bunch of no name scrubs to play in preseason games (especially on the road).
