If they really meant what they were saying - wouldn't they terminate his deal anyway? By not doing it - they probably retain his rights if he comes back.
Its just typically Kings nonsense. Hey - we're changing and good guys now - but we still want to retain this guy's rights in case he's allowed back in the country in a few years.
