Yes it's the same for all teams, but it is a stupid, stupid rule that takes all of the management skill and strategy out of the game.
Bad pitching decision? No problem, we have 14 more relievers!
Close game? No problem - pinch hit for a guy, then replace him with a base runner, then replace him with a defensive specialist! And then we can do it all again next inning!

The worst part is the relievers. It really skews these close games when you can just change relievers so easily to get the leftie-on-leftie or rightie-on-rightie match-up you want nearly every batter. When teams have 5 leftie relievers in the pen instead of the usual 1-2 it undermines the importance of having good relievers that don't have drastic platoon splits.
Teams with weak bullpens can just utilize match-ups to their advantage instead of the normal scenario where you can't afford to have more than 1-2 guys that are just there to get out only leftie or rightie batters.
