I think that might have been in the very early time after though. Let's not forget that the minister appeared on TV before the picture came out and did a brutal job. He was getting hammered for that, and then the picture came out, so it wasn't entirely unfounded. It was widespread after that the family in question was not the one sponsored by the sister in Vancouver, and that fact was widely disseminated. While the Liberals have pressed for more action though, Harper has spoken numerous times about ISIS and has continued telling Canadians about how unsafe the world is.

So maybe at the outset it was taking the blame for the child's death, but the inability to change their position now is costing them. Combine that with an emotionally charged issue and them trying to change the channel to discuss the need to bomb ISIS and that is the real botch here. A lot of Canadians think the government should be doing more, and the CPC is basically battling against that rather than suggesting solutions. Its yet another mishandled issue by their spin doctors.
