The system is not perfect, and it is probably not possible to make it perfect. That said, a 24 month point system isn't the issue- it is weight of those tournaments 12+ months removed that need to be looked at and possibly decreased more progressively than they already are. The "best golfer in the world" is something the majority of analysts and commentators appoint to the one playing the best this particular season- or even much less. It gets even more apparent toward the end of the season, when it is clear who had had the best year. I can guarantee the majority of people see Speith as the best golfer in the world. Its too bad the point system doesnt quite reflect that. Once Rory's 2014 points start disappearing though, it will start taking Mcllroy way down if he doesn't win a couple.
Edit- and as I post this, Faldo says Day is playing the best of anyone in the world right now- the last month or so.
