That might be a little overly simplistic though, no? There are a lot of competing priorities within the municipal budget, including infrastructure that needs to be updated or significantly improved. It is not realistic to do it all at once. So you have to prioritize and weigh the cost/benefits of waiting.
If another site works and allows you to defer these costs, you have to at least consider that.
