No, he served 25% of the maximum sentence (since he got 90 days, not 45). The cases say that the max is reserved for the worst example of the crime, committed by the worst offender (i.e. has a long record).
Here you have a first offender, a victim begging for leniency and who refused to testify if the matter went to trial (at the risk of a contempt conviction), and a resulting "no contest" plea deal.
