Make it more about skill than someone who can spend the most time getting materials for good rolls.

PvP is far more about positioning and the angles given your strengths and weaknesses as a player than the weapons you are using.
One of the biggest things I've learned over time is to go back through my gameplay and analyze situations that I die and what I could have done differently. Sometimes you simply get out sniped, or someone pulls a great play (kudos to them). But I would bet that 75% of the time my deaths come from a judgement error by me.
It is quite easy to outplay people using "perfect rolled" weapons. You just have to skew the odds in your favor with proper positioning and strategy.
