If the city owns the building and lands, does that mean that the Flames and Stampeders will pay rent to them? Will the city get the majority of the revenue from concerts and events hosted there?
What it comes down to for me (in regards to public money being spent) is how quickly they can reach a point where this actually becomes a revenue-generator.
