Isn't that a little exaggerated? We're talking about a community of 60K vs. a city of over a million people. That's 0.006%. So I guess in your restaurant example, I don't really care about covering 0.006% of the bill. If we are really that anal about other people using our services for free, shouldn't we be taxing everyone who doesn't have a Calgary address?
Edit: Crap, not good at math, that's 6% more. I guess whatever, point still stands. I don't really care if I have to cover 6% if someone doesn't pay enough at dinner. Me and my buddies always overpay anyways, so I've never encountered your restaurant situation.
