That is just plan ignorant
If I am an employer that in charge of a group of employee that work out in a field in which they are being assaulted then I would take it upon myself to make sure I did everything possible to ensure I provided a safe working conditions for those employees. Putting your head in the sand and blaming the assaulter is negligence and not doing a thing to correct the problem
Even with your head in the sand you should be able to see that still
