Ticket was issued on his name probably because vehicle was on his name. But it has a name of a issuing officer with Badge number. She was driving 64 in speed limit of 50 and ticket is of 118$.
What I dont get is how they know who is driving in this case. ? Will he get conviction on his record or demerit in case he pays for it choosing voluntary payment ? And, is it normal to get ticket in mail like this issued by officer ?

What is the offense. There are two offenses for speeding one is driving over the speed limit and the other for photo radar is being the owner of a vehicle that exceeded the speed limit. If they charged you with the wrong thing you could get out of it.
I got a ticket in the mail for having expired plates. The charge was under driving a vehicle with expired plates. I got out of it by saying there is no way to prove who was driving the vehicle at the time. It wasn't actually me at the time. So figure out what you are actually charged with.
