So, one of my friend sister was driving his car 3 weeks back.
Today, he showed me a ticket which he got in his mail . Ticket has a number plate picture on it which is similar to photoradar ticket.

Ticket was issued on his name probably because vehicle was on his name. But it has a name of a issuing officer with Badge number. She was driving 64 in speed limit of 50 and ticket is of 118$.

What I dont get is how they know who is driving in this case. ? Will he get conviction on his record or demerit in case he pays for it choosing voluntary payment ? And, is it normal to get ticket in mail like this issued by officer ?
