I wouldn't mind if they banned it, but I don't see it as a really large problem.
I think people tend to give extra focus on bad drivers with cell phones and not notice the many people who talk on their phones while driving perfectly fine. Plus, there's a lot of people without phones who are terrible drivers too. It's just easier to identify the ones on phones.
