Decide for yourself if it's a help or hindrance, but one of the distinct differences of the NDP is it's the same party national and provincial. Notley and Mulcair aren't sort of notionally aligned, but part of the same team. The provincial party exists under the Feds with a requirement to be aligned. The unions and party members who decide leaders and policy vote in their province and federally though I don't think cross province.
That doesn't mean they won't publicly disagree as different constituencies will get tailored messages, but they won't work to opposing goals.
