No, obviously not. But to have someone committed twice within a year, 2 times, and is known to not be able to care for themselves, you'd think there were some red flags that the person should be getting cared for on a long term basis, not just for a couple months at a time.

And I don't really consider keeping someone who needs help caring for themselves in a facility built to care for those people as "locking them up". It's not supposed to be about punishing them for mental illness, it's supposed to be about making sure they are being cared for properly. If that proper care includes them needing to be under surveillance of mental health professionals, then yes.
