I disagree. When you're talking about a huge asset thats going to last 30-50 years or more then get it all done at once. It makes more sense that way than it does to spread it out and do it piecemeal.
Organizing the logistics and funding for one huge project is much easier, and in the long-run probably cheaper, than doing it for 2-3 big projects.
