The US has an extradition treaty with Zimbabwe, and it seems like it could be applied here: the main qualification is that the crime must be punishable by up to year in prison in both countries. Under the US endangered species act, the maximum fine for poaching an endangered species is exactly one year. So there's no legal reason why Palmer couldn't be extradited, but it would require people taking their arguments to their political representatives, rather than to Yelp.
Edit: I'm wrong about the details here, the US doesn't consider the lion an endangered species, so it doesn't apply. But the potential that he bribed officials does:
